For more than a decade, IAEM and NEMA have conducted an annual survey to demonstrate the return on investment of the Emergency Management Performance Grant program. IAEM conducts a survey of local and tribal emergency management programs, while NEMA surveys state programs. The combined report is shared with federal legislators and administrators and demonstrates the value of the program.

In 2011, Preparedness: A Principled Approach to Investment was authored for IAEM by Jessica Jensen, Ph.D. of the NDSU Center for Disaster Studies and Emergency Management. A working group of IAEM members reviewed and validated the research. This report provided validation for the EMPG ROI studies and reports.
