The 4th Annual National Access and Functional Needs (AFN) Symposium, taking place virtually on July 9–10, 2025, from 12:00 to 3:00 p.m. EDT each day. This two-day online event will bring together emergency managers, disaster planners, first responders, and members of the disability community to explore inclusive and forward-thinking approaches to emergency management. The Symposium will showcase innovative work from across the country and highlight practical strategies to ensure that individuals with disabilities and people with access and functional needs are effectively served before, during, and after disasters. Attendees will engage with real-world examples and gain insight into integrated emergency management operations that prioritize equity and accessibility. Hosted in an entirely virtual format, the event is designed to foster national collaboration and inclusive planning. Accessibility services, including American Sign Language interpretation, real-time captioning, and Spanish translation, will be available throughout the event to ensure full participation. The 2025 AFN Symposium is sponsored by the American Red Cross and Big City Emergency Managers (BCEM), and organized by the California Governor’s Office of Emergency Services (Cal OES), the International Association of Emergency Managers (IAEM), the Colorado Division of Homeland Security and Emergency Management (CDHSEM), and New York University (NYU).

Exploring how influence, alignment, and relationships drive resilience in business. In the private sector, resilience leaders operate without the legal authorities that their public sector counterparts have - but are still expected to influence enterprise decisions, shape crisis response, and drive continuity across global organizations. This session explores the strategies they use to build credibility, align resilience efforts with business goals, and influence across silos. The U.S. DHS Office of Intelligence and Analysis (I&A) State, Local, Tribal, and Territorial Engagement is hosting the second two-day seminar of 2025 on privacy, civil rights and civil liberties. This seminar will occur in Kansas City, Missouri, on July 23-24. This seminar series addresses specialized threat topic areas and the associated patterns, trends, skills, and resources necessary to effectively monitor and evaluate potential threats in the analyst’s area of responsibility. Over these two days, attendees will examine the issues and challenges of protecting privacy, civil rights, and civil liberties while collecting, analyzing, and disseminating information and products. This seminar will include best practices and responses to protect privacy, civil rights, and civil liberties during intelligence and information-sharing efforts.

Participants will be provided with an overview of critical infrastructure, fusion center relationships with public partners, resiliency, and incident detection and prevention. This seminar will also include presentations from federal, state, and local partners.
